FXmypics is a 100% free web service that allows anyone to upload own photos and choose effects to apply from a comprehensive FX Library. Looks as though it has some really nice filters and functionality. Slightly annoying in that you have to register before you can use it though.

The registration is needed for two reasons: making the upload functionality not public to avoid spam, having control which users upload what.
