urlTea - smooth sips of decanted web addresses. Usual routine here with a slight twist. It creates the short URL for you, and you can then add a description. Which to my mind almost defeats the point, but I can see where they're going, Sort of. So I could have http://urltea.com/1 and also http://urltea.com/1?My_weblog (not my links by the way, Lord knows where they go to, if anywhere.)
you can do the same thing with tiny by adding #[comment] to the end of the url
