Hi Phil,

a genuine "divide" is something caused by disadvantage - if the great majority current of non-net users are making a consious decision that the net is not relevant to them, rather than being prevented from joining up by cost etc. Why are we worried.

I choose to only access terrestrial TV because I don't see any value for me in in zillions of TV channels - are me and folks like me to be worried about?

I think the problem is rather that business and government sees the web as a cost effective way of interacting with their audience and is worried that a sizeable minority don't want to play. The consequence being that to reach these people they will have to maintain more traditional means of communication or be responsible for the creation of an "information devide" themselves.
