If you're looking at a picture and you want to know what time of day it was taken, you might want to explore a tool called SunCalc. You need to know where the photograph was taken, but when you've got that information you can then go to SunCalc, pop in the location details and you can then discover, via the shadows in the image, when the photograph was taken. It will also provide you with useful information about the time of dawn, sunrise, dusk, twilight and so on. It's a tool that you'll rarely need, but when you do, it's perfect. Here's a screenshot:
